The Combined Joint Psychological Operations (PSYOPS) Task Force (CJPOTF) is the primary asset of the Commander of the International Security Assistance Force (COM ISAF) and the Commander of the ISAF Joint Command (COM IJC) to directly communicate to the local population via organic mass media. It forms the centrepiece of the ISAF information effort towards the population within the ISAF Area of Operations (AOO). Its task is to inform and to influence specific target audiences approved by the North Atlantic Council (NAC) and to explain COMISAF's mission and activities to a broad public. Thereby, it creates a supportive atmosphere for the conduct of military operations under the ISAF mandate. CJPOTF is directly subordinated to the Director of IJC Future Operations (FUOPS).Principle Duties:
Graphic design, newspaper/magazine layout, electronic photo manipulation, PC-based desktop publishing, and modern printing practices.
Develops plans, organises and conducts design and layout training in coordination with the Chief of Training assigned by Ops/Plans
Produces curriculum and assists with “on the mob mentoring” when requested by partnering training organisations with a focus on design and layout skills.
Develops, implements and plans graphic communication within GIRoA institutions and NASF units.
Trains on producing still photographs for design and graphic output.
At times photographs and designs print and web graphic material when needed
Frequent travelling throughout Afghanistan required.
Trains GIRoA personnel how to produce, organize and manage graphic projects and maintain efficient production workflows and equipment.
Trains GIRoA personnel to produce graphics for video, web, and print products on Adobe suite design tools.
Trains on how to edit image metadata and maintain a product archive.
Trains on all routine maintenance of printers, photography equipment, design tools, and computers.
Travels to remote training sites located throughout the Afghanistan Area of Operations to conduct layout/illustrator training with GIRoA personnel assigned in those areas.
Additional Duties:
The incumbent may be required to perform other related duties, as may be directed by the Chief PSYOPS OPS & Plans.
If needed, the personnel will be deployed within all ISAF Area of Operation.
The incumbent will be expected to conduct “on the job training & mentoring” with LCH personnel within the CJPOTF.
Trouble shoots issues within the CJPOTF print section.
Assists the CJPOTF print section with product design and development.
Assists in the maintenance and upkeep of CJPOTF print equipment. Includes cameras, computers, printers, and graphics tablets, and other peripherals.
Essential Qualifications:
Professional/Experience:
5-6 years of professional experience working with a multimedia graphic design environment such as and advertising agency or production / design company.
Advanced ADP working knowledge: Adobe Photo Shop/Adobe InDesign CS3 (or higher),
Professional experience conceptualising, designing and producing page, leaflet, poster and billboard design within a Psychological Operations work environment.
Must provide evidence of being able to finish work to a high standard.
Experience and understanding of working with graphical content on social media and web.
Education/Training:
University degree in design, photography, fine arts, communications or equivalent job experience (min 5 years of experience as a graphic designer, photographer or layout artist)
Language:
English: Good level of spoken and satisfactory level of written language skills.
Note: The normal working language within the organisation is English.
Standard Automated Data Processing (ADP) Knowledge: Advanced Knowledge
